20here%20in%20the%20U.S.%20%20Let%3Fs%20start%20by%20looking%20at%20how%20this%20ugly%20piece%20of%20%20legislation%20originated%3A%20with%20the%20%3Fcounsel%3F%20and%20support%20of%20some%20American%20%20fundamentalists%2C%20who%20have%20made%20company%20with%20Ugandan%20politicians%20and%20its%20leader%2C%20President%20%20Yoweri%20Museveni%20%28somehow%20overlooking%20that%20he%3Fs%20a%20dictator%29%20because%20of%20what%20Jeff%20Sharlet%20has%20called%20%3Fthe%20evangelical%20zeal%20of%20his%20regime.%3F%20%20Sharlet%3Fs%20long-form%20article%20in%20this%20month%3Fs%20Harper%3Fs%20is%20compelling%20reading.%20He%20connects%20the%20dots%20%20between%20the%20mysterious%20American%20evangelic%20group%20%5B1%5D%20known%20as%20%3Fthe%20Family%3F%20or%20%3Fthe%20Fellowship%3F%20and%20its%20Ugandan%20equivalent%2C%20which%20is%20ensconced%20within%20its%20Parliament.%20%20Frustrated%20by%20their%20failure%20to%20create%20a%20government%20sufficiently%20grounded%20in%20Christianity%2C%20%20U.S.%20%3FFamily%3F%20members%20have%20tried%2C%20like%20big%20tobacco%20before%20them%2C%20to%20export%20their%20%20product%20to%20places%20where%20it%20still%20sells.%20Members%20include%20high-profile%20men%20like%20%20former%20AG%20John%20Ashcroft%20and%20Rick%20Warren%2C%20who%20infamously%20delivered%20the%20invocation%20%20at%20Obama%3Fs%20Administration.%20According%20to%20David%20Bahati%2C%20the%20Ugandan%20member%20of%20Parliament%20who%20introduced%20the%20legislation%2C%20Warren%20told%20his%20Ugandan%20%20brethren%20that%20%3Fhomosexuality%20is%20a%20sin%20and%20that%20we%20should%20fight%20it.%3F%20%20There%3Fs%20no%20evidence%2C%20of%20course%2C%20that%20American%20%20evangelicals%20want%20to%20kill%20us.%20%20But%20at%20least%20some%20of%20the%20most%20fundamentalist%20among%20them%20%20do%20want%20to%20eradicate%20homosexuality%20by%20curing%20it.%20%20Others%20would%20be%20satisfied%20stuffing%20us%20back%20into%20the%20closet.%20Since%20the%20first%20is%20a%20marginal%20and%20%20mostly%20ridiculed%20failure%2C%20and%20the%20second%20effort%20is%20collapsing%20by%20the%20day%2C%20%20perhaps%20these%20men%20think%20that%20success%20in%20a%20place%20like%20Uganda%20will%20one%20day%20be%20%20transported%20back%20to%20the%20U.S.%2C%20even%20if%20in%20some%20watered-down%20form.%20Or%20maybe%20they%3Fre%20%20just%20frustrated%20and%20looking%20for%20others%20with%20whom%20they%20find%20common%20ground.%20%20As%20I%3Fve%20written%20%5B2%5D%2C%20some%20%28but%20not%20all%29%20of%20the%20evangelicals%20who%20met%20with%20Ugandan%20leaders%20%20shortly%20before%20this%20unspeakable%20bill%20was%20introduced%20have%20beaten%20a%20full%20retreat%3B%20%20others%2C%20not%20so%20much.%20%28Read%20especially%20about%20one%20Scott%20Lively%2C%20who%20seems%2C%20well%2C%20%20sinfully%20proud%20of%20his%20effort.%29%20%20But%20the%20blood%20of%20our%20LGBT%20brothers%20and%20sisters%20is%20%20already%20on%20their%20hands%3A%20the%20scapegoating%20of%20sexual%20minorities%20that%20has%20%20accompanied%20the%20introduction%20of%20this%20bill%20has%20already%20led%20to%20such%20atrocities%20as%20%20%3Fcorrective%20rape%3F%20%3F%20which%20is%20supposed%20to%20have%20the%20effect%20of%20making%20a%20lesbian%20into%20a%20straight%20woman%20and%20violent%20and%2C%20according%20to%20the%20article%2C%20was%20carried%20%20out%20under%20clerical%20supervision%20in%20at%20least%20one%20harrowing%20case.%20None%20of%20these%20%20domestic%20evangelicals%20are%20idiots%20%28except%20morally%29%2C%20and%20can%3Ft%20have%20been%20surprised%20%20at%20the%20product%20of%20their%20toxic%20rhetoric.%20%20In%20a%20larger%20sense%2C%20this%20struggle%20is%20but%20a%20piece%20of%20a%20%20much%20broader%20conflict%20between%20the%20liberalism%20%28both%20religious%20and%20secular%29%20of%20%20the%20human%20rights%20community%20and%20the%20forces%20that%20resist%20modernity%20%3F%20in%20this%20%20context%2C%20I%20found%20particularly%20telling%20one%20Ugandan%3Fs%20worry%20that%20the%20iPod%2C%20of%20all%20%20things%2C%20was%20an%20insidious%20agent%20of%20gay%20recruiting.%20%20Fundamentalist%20Christians%20and%20radical%20Muslims%20are%20%20the%20two%20most%20visible%20examples%20of%20these%20reactionary%20forces%2C%20but%20their%20ability%20to%20%20attract%20a%20huge%20global%20audience%20speaks%20to%20a%20primal%20fear%20of%20threats%20and%20change%20%20that%20many%20understand%20little%20and%20like%20even%20less.%20In%20Uganda%20itself%2C%20as%20Sharlet%20%20notes%2C%20%3Fthe%20homosexual%3F%20serves%20as%20a%20convenient%20bogeyman%20for%20the%20dictator%20to%20use%20to%20%20hold%20onto%20his%20power.%20%20The%20advances%20of%20the%20LGBT%20movement%20here%20in%20the%20U.S.%20%20can%20lead%20us%20to%20forget%20that%20things%20are%20much%20worse%20in%20many%20parts%20of%20the%20world.%20Even%20%20at%20the%20U.N.%20level%2C%20there%20are%20currently%20competing%20statements%20%5B3%5D%20about%20how%20to%20treat%20sexual%20minorities%2C%20with%20mos
